Multiple Hover States?

Happy Friday everyone! I could use your help on adding multiple hover states in Storyline.
On the last slide in the scene is where you'll see the problem. My goal for this course is that the user complete each section in the order it is shown. In order to try and cut down on the end user's confusion, I thought adding a "Lock" and "Unlock" pix would be a good way to show them which section needs to be completed first; however, the client really likes the "Glow" option when hovering. Unfortunately the "Glow" isn't disappearing after the mouse leaves the button.
I might have overthought this but definitely look forward to your advice on the best solution.

Hello Diane!
The Glow is in the hover state, so it will only show while the mouse is hovered over. If you wanted the glow to stick after they click on the object, you may want to add this to a visited state, or in your Completed state. here is a description of the built in states.
That's what the problem seems to be. The glow is sticking after I move the mouse away from the button. What I would like is for the glow to stick only when the mouse hovers over the button and for the "Lock" and "Unlock" pictures to show on hover depending on the completion status of the section before it.
Does that make sense?

I recreated the Hover states using the built in states, and adding the locked icon, and they are working as designed now.
See attached.
Hmmm... I just recreated the Hover states and re-added them and I'm still having problems with the hover not disappearing when I move the mouse from the button.
Okay, I think I've figured it out; looks like in a couple of instances I was adding the "glow" to the button and to the lock.
