We're trying to highlight an area of a screen shot that we may need to change later. That means we don't want to use a magnifying callout on the image, or anything else directly tied to it.
Our thought was to put a shape around the area of the image, then shade everything outside of the shape. It's something we can do in other authoring tools, but we can't find a way to make it happen in Storyline. Anyone got any hints or ideas?
Attached is a slightly different method that does not use layers. I copied the screenshot, and placed it on top of the original screenshot. I then cropped the copy to the section I wanted to highlight. I applied a boarder to the cropped copy (optional). I then placed a rectangle between the original and the cropped copy. I adjusted the translucency to the Mask.
I have submitted a feature request to Articulate to have a highlight tool similar to Captivate.

Is this what you are trying to do?
I attached the .story file in case it is. Hope this helps!
That's exactly it! Thanks!
