It sounds like the user profile on the machine may not have admin permissions. Let's try this quick tactic first:
End any running Storyline processes, do a reboot, and then right-click the Storyline 3 icon on your desktop
Go to Properties in the dropdown, and then click on the Compatibility tab in that window. If you have access, check the box to Run this program as an administrator and then launch Storyline 3 again.
