It's not an engage interaction that I want to import. So how do I bring this template into my new Storyline project so I can access the Master slides they created?
have your Storyline project open then from the file menu select import Storyline and navigate to where you have the template. You can then select all, some or none of the slides to be imported.
That would work for an existing Articulate course. But this is a zipped file that the company is calling a template.

What type of files are in the zip folder? PowerPoint?

It looks like a published course in some ways. But there is no .story file.
Let me see if I can show you the file structure.
