For some reason the "Display smart guides" option made no difference to me whether it was checked or not (still got the guides). However, if I deselected the "Snap objects" option, I lost the guides altogether, even if the "Display smart guides" option was selected!!
Thanks for the follow-up! If you've confirmed the settings Ned mentioned, and still aren't experiencing the guidelines as expected, try a repair of Storyline 360 and see if that helps.

Go to the View menu and select Grid and Guides:
