Publishing to Word won't show the states for object, just the initial state that each object is in on the slide. I'm not sure what it would look like to show the states for all objects on each slide, but if you feel like it's a feature you'd like to see in future versions of Storyline please feel free to share your thoughts in the form of a feature request. For this one, I'd definitely recommend sharing as much detail as possible about how you'd like it to look/behave so that our team has a good understanding of the behavior you'd like to see.
