I think it might be something to do with the PowerPoint template.
I had this problem when trying to import one PowerPoint file, and not at all with another. I think what I did (bearing in mind that I'm not a PowerPoint template expert and the whole process was a nightmare that I have tried to forget), was: take the problem file and copy all the slides, paste them into a new file with destination formatting rather than source.

May be because it has an associated PPTA file for Studio 13
Even the one without it, also get the same message.
Try uninstalling and reinstalling Storyline, and perhaps a power cycle in between as well.
Heppened to me after installing an update to Studio and this fixed it

Just another voice...for me it wasn't anything in particular, just SL in general, and I had done exactly what Phil describes here:
Unintalled SL
Powered off
Powered on (this was a cold boot, not a restart)
Reinstalled SL
Good to go.
