We've published several courses to CD from Storyline 360, and for some reason some of the courses allow you to expand the view window and some do not. Would anyone know why this is happening and what we can change to make all courses expand the view window?

Thanks for reaching out and sharing those images.
There is an option that can be selected to 'Allow user to resize browser' in your Player Properties. Take a look at the documentation here.
