Have you taken a look at the notes option as a part of the player? If you include it there, it'll pull from the notes that you add to each and every slide and include it in the player. Just make sure that if you have any of the slides set up to use a custom player set up within the slide properties that you still have the notes enabled.
If you included it in a top right or left drop down vs. the sidebar the user could control when they wanted to see it - but theis not as easy as toggling it on and off as will then sit in front of the slide content. Perhaps instead you will want to look at some of the options for such things as closed captioning using the custom set ups discussed here.
