Opening resources in Storyline

Hi,
I'm building a course where there are a number of additional files (resources) we want users to open and view. Currently most of the resources download and sit at the toolbar on the page. We are having user testing issues with people not knowing they have downloaded.
Is there any way to get these files to open in a new tab or window, for people to view? It will open in a new tab for Internet Explorer but not Chrome (which majority use) or Microsoft Edge.

Thanks for this. We have got PDF's working, but there is also some Word docs (templates to be filled out) and excel spreadsheets (data to be analysed/sorted) that are also included. I don't know if this will work in a tab.

Could you insert them as web objects vs. documents to download? That would allow you to ensure they are opening in a new window/tab vs. just being downloaded? The download behavior vs. showing in a tab is going to be dependent on the browser set up.
