Organizing Slide Order/Triggers not working/re-setting

Hello,

I have made an e-learning course that walks users through filling out on application. On each slide is a side-menu where individuals can click the page # of the application and jump to that page (made using control buttons).

Users also have the option of clicking next/previous to move through the slides. I also have triggers on each slide, that indicate which slide to jump to when the user clicks. Note: You will see from the below image that this slide is Page 8, and the Next Button moves to Page 9, etc. 

The problem is, when I go to preview/publish, the slides never move in the order that I want them to. I believe this has something to do with the slide numbers (1.1, 1.2) not being numbered in the order that I would like them to present. Please help
