Dustin's suggestion may work for you, but keep in mind as he mentions you may have some trouble with animations.
In the meantime, I would recommend sending over a suggestion to our developers. Try to provide as much information as you can on the functionality you'd like to see, how you think this would improve layer functionality and what type of situations/courses you think would benefit from this functionality.
I'd also love to hear of additional suggestions, so if you find any other methods, please share!

You cannot pause the timeline of a Storyline layer using a default option, but you can recreate the functionality of the pause feature.
