Pause layer till user clicks object to activate next layer

I have been trying to figure out how to pause the layer until the user clicks the object to advance to the next layer. Right now, the layer goes blank when the voice clip ends and they do not respond. I have the images set to remain on screen till the end of timeline. Slide Properties are sent 'by user'. 

After search the forum and trying for an hour, all I can come up with is to put an object off the screen on the time line for a really long time. This creates 2 problems. 1 if they don't respond the screen will go still go blank. 2 the seek bar has  'dead'  playing space while the off screen image plays.

I am attaching a copy of the screen. The issue is on layer 2. The voice was quickly done to load the example and time it to help anyone who can assist me.
