Hi, Sam! If you'd like to share your file, I would be happy to check it out, but in the meantime, I will put together a test file and see if I find the same behavior. :)
Hi, Sam -- I am having issues with one of the virtual machines I use for testing, so I have not had an opportunity to create the test file yet, but I will get back to you as soon as possible with my findings. Many thanks, I appreciate your patience!
Hi, Sam -- Once again, your patience is appreciated. I wanted to let you know that I added an MP4 to a slide, published for LMS, and tested it with SCORM Cloud in Safari and I was able to tap the video to pause, and tap it again to resume play from where it was paused, so I did not encounter the same behavior where it restarted at the beginning.
Would you be able to provide a link for your published output that I can test on my iPad for you to see if I encounter the same behavior you are experiencing, please? And also, can you share what publish settings you are using? Any additional info. would be great. Thanks, Sam. :)
Hi, Sam -- So, for this file, I just grabbed a random sample MP4 off the web (it's sort of strange!) and I did not experience issues playing it on my iPad 2 Air. Please let me know if you have issues and here is the SCORM Cloud link, as well. :)
Hi, Sam -- Many thanks for providing your version of the .story, and I see the behavior as you've pointed it out. I am going to go ahead and pass this on to our Support Engineers to further investigation, and I will submit a support case on your behalf. You will be hearing from a member of the Support staff shortly via email. I intend to follow along with the progress of the case and will update this thread with their feedback for others who may encounter this issue.
Hi, Sam -- I just heard from Eloisa on our Support Team and she said that emails we've been trying to send to you with the email address we have on file are not being transmitted. If you do not want to share your email address here in the thread, please resubmit the case using this form (where you'd be able to enter your contact info directly). Please note: Eloisa wanted me to share with you that the issue was reported to our QA team for further investigation yesterday. Thanks and hope to hear from you soon!

HI Christie,
Would you post your .story so I could try it out on my iPad?
Sam
Sure thing, Sam! I will upload the file (and also the SCORM Cloud link) in just a few. :)

Hi Christie,
I modified your .story (attached) to pause and resume using cue points. Works fine in Flash. Resume starts from the beginning in iPad.
