Photogenic Character Bundle Missing

I was working on a project in Storyline 1 this morning using the photogenic character bundle that we had purchased.  Then when I came back for lunch and try to use the same character, I get the the message that the character is not installed.  In fact all the characters except Atsumi are gone!  I went to the link to try to download, and it takes me to the content library announcement.  How do I recover the characters that we purchased?  I can't upgrade or get a trial because I'm a government worker depending on Congress to pass a budget, and we know that's not going to happen.  lol.
