The free forms shapes I am using for pick many have 'hover' and 'selected' states to show what action wat taken by the quiz taker. When a shape is selected and then deselected, Pick Many is still counting it as my choice, and thereby presenting 'correct' or 'incorrect' inaccurately. What can I do?
I tested this freeform pick many, and was not able to reproduce the issue. When the item is deselected before I hit submit, it was not counted as a result..
I had the same issue. The cause of the issue in my project was the slide triggers. I had added triggers to change the state of my shapes to Selected after the user clicks on them. Once I deleted all of those triggers, the shapes were able to function like normal buttons, allowing the user to select and deselect the shapes.

You may also want to try importing the file into a new Storyline project.
