I have created a pick one slide but then changed my mind and wanted it to be pick many. I removed the freeform and then converted it to a pick many. It will still only allow me to pick one answer.
Also, I have tried to create it a new slide using pick many and it only allows me to pick one answer, urgh!!!
You aren't able to change the question from one type to another once it's been created, although removing the freeform should have allowed to create a new freeform question - although it sounds like you can't create a new pick many question either? That sounds like something where we'd want to see the .story file if you can share using the "add attachment" button at the bottom of the reply window. Also, you'll want to confirm that you're working on local project files as described here and using the latest update of Storyline.

In storyline 1 there is a bug that leaves the button set on when you do this,just select all the objects right click and choose button set = none
