Placing base layer objects in front of non-base layer objects?

Hey there!  I have a tabs slide with 20+ tabs.  I also have a Help button which when clicked displays some instructions.  The instructions are the same for each tab, so I want to place the Help button and the instructions on the base layer.  When the Help button is clicked I want to instructions to display on top (front) of all other layers.  Is this possible since my Help button and the instructions are on the base layer?

One solution, which I'm not fond of, is to place the Help button and the instructions in each Tab, but that's a lot of duplicate work, images, buttons, triggers, etc.  I know it's only Copy + Paste, but using the base layer for this would be way more efficient.

Hi Artur. Welcome to the community!

I know you'd prefer to have the instructions on the main layer, but it might be easier just to place the instructions on its own layer. That way, if the user accessed the "Help" option, it should display over any other layers they have open. This would also save you quite a bit of time adding that content to each individual layer. 

Would that work for you?
