Previous and Next buttons not functioning - possible bug?

My co workers and I are experiencing a weird issue.
Often when we create player triggers so that the user can move to the next slide or the previous slide, even though all the triggers are correctly mapped, they don't do anything when clicked. If we go in and manually map every single trigger to the screen before or after, we can get it to work, but this means the user has no choice but to view the content in a linear fashion, rather than being able to view the last slide viewed type thing.
Our workaround so far seems to work if we just totally delete the buttons/triggers and put them in again with the exact same settings. It's happening on multiple lessons so I don't think it's just an issue with my storyline. As you can imagine this is chewing up a lot of time!
Any ideas what might be causing this? I've attached a screen shot to show we do have the correct trigger settings.

Curious if you have perhaps restricted the navigation? That could affect the built-in buttons.
When you restrict or lock navigation, you can choose whether it impacts just the menu or also disables the Previous and Next buttons. And you can use triggers to override restricted navigation for individual slides. See this article for details.
thank you, I ran this by a media developer/IT and it doesn't look like that is being done. It's my understanding you have to intentionally change the navigation. This is happening to us on randomly newly created slides with or without templates.
Hmm, do you have a small sample file we can take a look at where this is happening? We could take a look if you can replicate.
