I am facing an issue with videos I am importing. Whenever I play-around with Seek-bar, the video gets out-of-sync with the audio and other elements, I have placed separately on the slide.
I don't think there is a way to prevent this (someone else may prove me wrong). You have to think of the video and the timeline as two separate entities. Therefore, I usually get around this problem by hiding the slide seeker, and using the video properties to make the video's own controls display. The other option is to control the video with your own custom buttons and triggers.
This is actually an issue that has been reported to our QA Team for review. I do not have a timeline to provide on the issue, but I will add this thread so that we are aware of the users impacted.
The workarounds at this point are to disable the seekbar or make seekbar read only. You can read more about how to do so in this tutorial.

Just want to add that part B to this would be the ability to scrub the timeline in development view so we can synch/build screen elements in relation to a video quickly. Really, really would be helpful.

I wanted to provide an update here, as Storyline 2 Update 8 was just released, and included a number of fixes which you can see in the release notes available here. The item you all may be particularly interested in is how it fixed an issue where a video would no longer be synced with the slide's timeline after using the seekbar to scrub back and forth through the video. You can download the latest update here, and after downloading and installing the latest update you’ll want to republish any existing content to ensure that the updates and fixes are applied.
I was experiencing that same issues Vaibhav was having with my videos and the seekbar. I just updated to Update 8 and now have even stranger results. Now, when I click on the seekbar during the video, it starts the video from the beginning and I don't have the ability to scrub. Note that this only happens in the story.html version. Functionality during the Preview mode and within the story_html5.html version seems to work just fine.
Thank you for sharing your files and allowing me to take a look. I do see the behavior you are reporting in your files, but I am unable to replicate utilizing a different video file. Have you tried a new file or perhaps a different video file/format to see if you are able to replicate?
Hi, just wondering if this is an open issue or if a resolution was found? I am seeing the same problem (SL2 update 11) using Chrome and FF. I imported the video onto the slide's timeline and the seekbar is behaving unpredictably. Just wondering if there is a solution that does not involve disabling the player's seekbar?
We'd definitely want to take a look at your file if it's still happening and you're on the latest update of Storyline 2 Update 11. If you are, and still seeing the odd video behavior can you share a copy of your file with our Support Engineers here?
We are still unable find out a solution for the above said strange behavior behavior of the seekbar when we insert a video along with closed captions. Storyline player is unable to communicate with the video as and when the user drags or click on the slider. Do you have any updates from your development team on this?

It was supposedly fixed in update 8. If you're having issues with videos, it might be worth starting a new thread.
