Sorry you're getting different results than you were hoping for! If I understand correctly, you'd like to change the resume behavior when your project is published to CD?
To customize the resume behavior, go to the Home tab on the Storyline ribbon and click Player.
When the Player Properties window appears, click Other on the ribbon.
In the Resume section of the window, choose one of the following options from the On restart drop-down list.

Thanks, Becca. I have On Restart set to "Always Resume."
When I publish to Web, progress gets saved.
When I publish to CD, progress is not saved.

I've tested this on my end and I don't see the same behavior. I'm seeing the project resumes where I've left off.
Are you going to eventually upload your course to the web? Where are your learners going to take the course?
If you'd like to share the .story file, you can attach it to this discussion or upload it privately in a support case.
