Publishing Options/Tracking Results

I have created my first lesson with Storyline 360 and I am getting ready to publish. I work for a state government agency and need both internal (state employees) and external (general public) to be able to access the lessons. I would also like to be able to track how many people are completing the lesson and see the results of the built in surveys/quizzes. We have not purchased Articulate online. Is there another way to publish and receive the results and usage data?
I would like to achieve the same goals relative to access and tracking with Rise courses as well.

A learning management system (LMS) is just what you need for the job! An LMS will help you...

Thank you! We as a government agency are restricted with funding and unable to purchase a separate LMS. Are there any options where we can deploy the course to internal and external users and track progress available with the purchase of the Articulate 360 Teams product. Without having to make any additional purchases or upgrades?
Try Moodle, it's a free LMS.
Also, what about Articulate Online? The advertisement says it can do everything that an LMS can do. There's a free trial available and Alyssa can tell you how it works.
Articulate Online is only free for a month and then there is an additional monthly fee, which we do not have funding for. I will look into Moodle, thank you!
Glad that Cyd was able to chime in and offer that suggestion Tiffany. We have many Moodle users that are active in the forums as well :)
