Publishing to host on an external server

Hi, I've been through every single post here regarding publishing to an external server and having the course play via the Articulate Mobile Player. Currently I have a demo application hosted on Articulate Online, however it's relatively expensive due to the fact that the application will require approximately 3000 users accessing this application. For testing purpose, I'm able to view the application on the mobile app via Articulate Online. No problems. However, I'm looking for a cost effective solution for my client. My intention is as follows:

1. I want to host the scorm package on SCORM CLOUD, and have the users access this package via their mobiles phones.

I've read all the articles relating to TIN CAN and Articulates support explained at this link https://articulate.com/support/article/publishing-articulate-storyline-content-for-tin-can-api

I understand that for the package to launch via the mobile player, the url should be changed when publishing the package, similar to what is explained in the article link above.

I do not need any tracking support for this application. My client does indeed have Moodle as their internal LMS, however doesn't support TIN CAN. 

Is there somebody out there who has successfully hosted their course on SCORM CLOUD and test the course via the mobile player? Any assistance will be much appreciated.
