I wondered if it is possible to publish a storyline project as an app so it can be downloaded and used on a phone when not able to have full wifi access to use an LMS.
The Articulate Mobile player which can be used for Storyline has an offline version - but to report information and tracking to your LMS, the user will need to have a valid internet connection and you'd likely need to use the Tin Can API output (which is not supported for offline).
Your LMS might also have its own offline mobile player as well that will do this. If it doesn't there are some third party mobile players from Harbinger and dominKnow that can be integrated with your LMS (provided there is a resource to assist) and launch/track those offline and synch back to the LMS.
