Could you please explain in more detail what you're looking to achieve within the Storyline timeline when using layers? Would you specifically like this for media, text, objects, etc.?
From what I'm understanding from your original post, you're looking to have a way to cut clips/layers similar to another software you use. We currently do not have that functionality within our timeline in Storyline 360.

When using Replay 360, however, we do have the functionality to cut a media clip.
