Replacing D&D with an ADA compliant screen

Ugh! Let me try and explain what I am trying to do.
I have a screen with 3 options/terms and I want to match them to one of 3 definitions. The user can click top button then click one of the 3 choices below. That means there are 6 diferent combinations. Only one of the 6 combinations is right. This was tricking, but I got it to work. Great, well wait. I tried it with tabbing through a them (ADA). Distaster. So many triggers they start to get crossed and tabs are showing up when I am hiding them or trying to make the disabled. I am about to give up a tell the powers at be it can't be done.
I have tried it using layers, state changes, even graphics vs Storyline objects (did not work). Suggestions? I will attach a review link version that works, but not with tabs. https://360.articulate.com/review/content/cf53e0e6-406e-4df0-92f8-6004fe46f35c/review

Hey Liz,
Drag and Drop interactions are not keyboard accessible. One of our community members embraced this challenge previously, and you may get some ideas you can use here.
I look forward to other design ideas that others may have as well.

Liz, I saw your comment on another post about drag and drop accessibility and linked there to my solution (https://community.articulate.com/discussions/articulate-storyline/build-an-accessible-drag-and-drop-interaction-in-storyline)
In your example you linked here though, I think I am able to access it via tab and enter. I tab to option one, hit enter to select, tab to the first 'definition,' hit enter, and it moves option 1 to that definition. Are you experiencing it differently? (I am in firefox)
