I created a course, loaded a PDF to the resource folder, and published. The PDF is in the SCORM structure, but the PDF does not show in the resource file. Anyone know why?
I am. Adding a PDF as described in the link, and when I publish it, I think it's there, but when I close and reopen the Storyline file, the resource bin is empty, so successive publishings of the file don't have the file (though it is in the resource content folder of the scorm).
I'm not sure what you meant by the "resource bin"? Is that in the player that you're no longer seeing the file linked after reopening the .story file?
One thing to check is that you're saving before publishing, as Storyline doesn't automatically save your content upon publish. Also, when you publish, Storyline will include a copy of the PDF (or other attachment) file along with your course content. You'll find it in the story_content folder of your published output.
Let me know if I'm misunderstanding and you need more help! If you can share any screenshots or copies of your file that would help too.

Hey Rob,
Are you adding your file to your Resources as shown in this documentation?
Are you getting an error when clicking on the resource in your published course or are you saying it does not display at all?
A few troubleshooting tips:
