was wondering if someone could help me: I've built a course which includes a resources tab, one of which is an image. When I test the resource (jpeg file) in LMS it does not open, instead directing me to a page which says this:

Is the JPG embedded in the course or are you trying to link to a remote file? I'm not a coder but this looks like you are linking outside of the course to a location that is not accessible to the LMS. Have you tried putting the JPG on a slide and then Lightboxing it from the Resources tab? You shouldn't have any problem doing it this way.
Here's how I would do it. Create a new scene with a slide that contains your JPG. Go to the Player settings and add a new item to the Features, call it whatever you like. Double-click your new item to open the Trigger Wizard. Here you set where you want the tab to appear and the action to take. Select Lightbox slide when the user clicks. That should do it.

Joann, can you attach a zoomed-in image that shows the text. This one is too small to be legible to me.
