Currently, there isn't a way to disable the Next button until learners view content in the Resources tab, but that sounds like an interesting idea I can share with our product team!
In the meantime, as a workaround, you might want to consider hyperlinking your learner to a resource within the Resources tab. Also, I found a related thread with users discussing options for this type of inquiry:

If you’re looking to control when the Resources are viewed, then you might consider adding your own resources tab on the slide! My teammate, Lauren, built a sample file for you in Storyline 360. I’ve attached it to this discussion.
