Resources tab starts media on base layer

Thanks ahead of time for any help.  Not finding a solution searching the forum.

Situation:  In SL 360.  I have media on the base layer (video) that is paused (via slide layer that displays upon entering program) upon entering the program.  The user is introduced to some info on the layer and prompted to click start button which hides the layer and resumes base layer video.

Challenge:  I have a resource in the resources tab.  When entering the program and while the video is paused, the video on the base layer begins to play when you click 'Resources'. 

Baffled.
