Restricted Menu to Reset After Course is Relaunched?

Hello,
I have created a course where the participant gets 2 chances to pass the final test. If the participant fails twice, he/she is forced to retake the course. Currently, I have a restricted menu set up that allows the participant to navigate back after he/she has passed that section of the course. However, if the participant fails the test twice and the course relaunches, the participant can still navigate forward using the menu (because he/she has gone through the course once).
I tried setting each slide to "reset to initial state" when revisiting, but it did not make any difference to the menu.
Does anyone have any ideas on how to reset the menu once the course is relaunched?

My original file is too large, but I have a mock-file with the same triggers. Here it is - it is 2 modules, built into 1 course. If you take Module 1 and fail the test twice, it re-routes you to start the course again. However, the menu on the left allows you to by-pass the course. I would like the menu to reset - so it forces the participant to go through each slide again. Your help is greatly appreciated!
Hi Jenny! Thanks for sharing your file. Without forcing the user to truly re-launch the course, there is not a way to restrict the menu unless you wanted to change the slide properties to Advance Automatically.
