The settings set up is that when a user returns to the course they are prompted to resume. However, the resume function doesn't appear to be working. Rather than taking them back to the place in which they got to it's taking them back to section 2 each time irrelevant of whether they'd originally got to section 4 or 6 etc
If so, that may be the problem That format has a very limited amount of space for saving suspend/resume data. If all of the data can't be saved, a course resumes at the end of the saved data. There's more info about that here: Storyline: Exceeding SCORM Suspend Data Limits - Articulate Support
The fix is to use a publishing format with a higher character limit for that data.
Thanks for your response, really appreciate it. It was published as SCORM 1.2 so it sounds like this could be the problem. Apologies I'm a bit of a novice at this which would you recommend as an alternative, I'm not familiar with the differences?

Are you publishing to SCORM 1.2?

You need to talk to your LMS folks about what will work in your company's LMS.
limit in Scorm for the "suspend data" (-> resume)
every slide needs about 30 - 300 byte, depending on
