Resume timeline if no interaction from the user

Hi, 

I have a drag and drop quiz, and I want to cover the case, when the user just does nothing. In such a case, I want to give instructions on what should be done. 
So, I have one slide in which on the 10th second of the timeline I insert instructions for action. 
So, I want to pause the timeline, and I have chosen the trigger Pause the timeline -> when user hovers over -> drag and drop1 (the form), and it does not work. 

I found a workaround- if I insert a rectangle  on the whole slide without a color, then I can use the same trigger - Pause the timeline, when mouse hovers over -> the rectangle, and it works fine. 

Now, first of all, I believe that the first logic should work, and then with the workaround, I do not cover the case when one just looks at the slide for a while, the instructions start (10th second), and then the user decides to move the mouse. This then does not pause the timeline, but the instructions continue. 
I can use another workaround here, adding a trigger to pause the timeline right after the instructions animation completes, but still a workaround, and then how do I start the timeline again in case no one does anything, and I want to show the right answer at the 20th second of no action, and then continue.
