Does Storyline 2 have a function whereby reviewers can view the elearning and make comments? I've been told that some elearning authoring tools have this function - or is it in the LMS?
This would be something that would be handled by your LMS.
In Storyline, you could add in text boxes for "comments" and possibly have them appear at an end slide using references. However this not something that could be tracked. You could possibly follow the steps here if you needed to track variables to your LMS.
Not sure, if you found a solution, but thought might be worth sharing. zipBoard is a tool for this purpose. It lets you upload your SCORM files and collaborate/ review with stakeholders. You can add threaded comments while reviewing your course.You can find out more here:

When I want SMEs and stakeholders to review the content I use the Publish to Word capability. They can then use M$ Word's editing capability.
