Review Layers shows for some slides but not others

Hi there. I have a bit of a strange situation on a somewhat complex interaction.  I have a 9 question quiz.  I want to give learners the ability to see the review layers, bu only after 2 attempts (The Review Button is grayed out until the completion of the second attempt).  This is all well & good & working fine.  However, after the 2nd attempt, when you click the Review button, it shows the slide 1 review layer perfectly.  When you click next to see the slide 2 review layer, it pops out of the review layer and goes back to the main slide 2, throwing you back into the quiz.  There is no next button.  Only submit.  There is no way to get back to the review layer.  

All review layers worked fine before I added the multiple passes before the review layer button becomes available, so that must be where the problem is, but I can't seem to find it. 

Any guesses on why, when you're reviewing, you can get tossed out and back into a quiz?  Thanks for any help!
