We have a course that takes learners up to two weeks to complete. The last module is a review of all modules so they have to go back and re-open each module. When they do, the slides are still restricted rather than being available when already viewed. Can I make slides always available once reviewed?

Prompt to Resume should allow your learners to pick up where they left off and go back to any previously viewed slides. In the case of completed courses, there may be additional steps needed. Take a look at this article below:
You can also check with your LMS administrator as courses can be set up with an end date, number of attempts, etc. It may be an LMS setting that needs tweaking.
