Can you clarify a bit? Are you saying your content has an accessibility tool or the LMS does? There's no publish setting that would be picked up, although your LMS may have a meta-tag that you can use to tag your content as accessible. SCORM just specifies the structure and communication. Of course you'd want to follow best practices to leverage the accessibility features in your course.

Or does it attempt to graft accessibility upstream of your course (generate captions, zoom content or change text and contrast) irrespective of what your content is doing? In general, using this tool or any accessibility tools would depend on your audience. If it's important, you'd want to make sure that your courses are accessible and not relying on the system serving them up. If the course were published as a video, to the web or uploaded outside your LMS, you'd lose the accessibility, so better to bake that into your Articulate content.
