The two finger scroll has been a topic of discussion since it was implemented in one of the recent updates - and if you'd like to see a return to the one finger scroll I'd encourage you to share your thoughts in the form of a feature request. Also, Mobile Safari which is the recommended browser for viewing HTML5 content on the iPad/iPhone doesn't show scroll bars until you begin scrolling.
The scroll bar not appearing until you begin scrolling is the set up of Mobile Safari itself (you can confirm this by looking at another website or content piece within mobile safari - once you begin scrolling, you'll see the small scroll indicator appear on the right hand side). If you'd like to see one-finger scrolling in Storyline, and haven't already done so, please share your thoughts in the form of the feature request so that our product development team can track all of these requests.

Two finger is really not a user friendly, at-least we need to show a scroll symbol to user to understand there is scroll.
