Scrolling panel jumps to bottom of content when opened

Hi
I'm encountering an issue that was meant to have been fixed in the May update, but which still seems to be happening. I have a scrolling panel in a layer which contains a number of text entry fields. When the layer is opened, the scrolling panel appears scrolled all the way to the bottom of the last text entry box (see attached image, showing the state of the panel when the layer opens).
Is there a way to stop this happening or to work around the issue (apart from directing the user to manually scroll back to the top of the panel)?

Oh no! I am sorry that this snag is happening in your project. While It was addressed in the Update 40 release of Storyline, let's see what might be taking place here. I created a new file in the current build to see if I could replicate the issue, but I am having trouble recreating it:

Thanks Vincent - I've opened a case already and uploaded the offending file privately. (I can't share this publicly, as it is client work.)
I will report back here if I get a solution.
Just a quick update - this issue has now be logged as a possible software bug by Articulate Support. I will post here if I get any news on a fix.
Hi Vincent - looking more closely at your screen recording above, I think you may have misunderstood the issue. My scroll panel contains multiple text boxes and multiple text entry fields. It is basically a form that users need to scroll through, entering text into fields in response to a series of questions. When opened, the scroll panel jumps to the last text entry field (ie. the last answer space below the last question in the form).
