Scrolling Panel - Multiple Layers?

So, I have two layers:

1. The main content with the scrolling panel

2. A dropdown menu

I recreated a website's contact form using screen shots and inputs within Storyline, but the contact form had some dropdown menus.  I recreated the drop down forms just fine, but if you scroll down the page, the dropdown menu is not located under the right input because it is not part of the scrolling panel (it is on a different layer).  My question is, is it possible to have multiple layers interact with the scrolling panel?  I need the dropdown menu on a different layer, so adding the dropdown menu to the main layer is not possible. 

Due to the nature of the module, I cannot uplaod it for security reasons. 

Below is a picture of what I am trying to describe above.  The list of items should be "stuck" to the bottom of the Policy Limits dropdown menu as the user scrolls, but since the men is not part of the scrolling panel layer, it just floats around. Any suggestions?
