I recently updated to Build 3.9.13488.0 (released on 10/5/2017) and noticed that when in preview mode in the program, and in Chrome when published, that the seekbar cannot be scrubbed, even when the seekbar is set to "Allow used to drag seekbar." Dragging the seekbar still works in IE, Edge, and Firefox, and it works on Flash output.
Has anyone else noticed this behavior since the update?

It is happening to me also. I have submitted case to customer support. I have tried using both the built in SL player and custom players.
