Setting True / False Conditions for Multiple Drag & Drop Interaction

I'm setting up a multiple answer drag & drop slide and I want to set a condition that says the user can only submit the interaction if they provide an answer for both drag and drop interactions on the page. The approach I used was to create two variables that allows the user to submit the answer as long as both variables were true. Otherwise, the user is redirected to a layer indicating they have to provide two answers.
How can I set the true / false triggers up so that regardless of whether or not they select the correct answer, as long as both blanks are given answers, the user can submit successfully? And if they remove the answer, they can't submit.
