Show image in quiz question

I have a quiz question that refers to a section of a report.  I would like the user to be able to view it if they need a reminder of what it looks like.  I have tried the following:

- saving it as an image and then inserting the image in a marker.  Unfortunately, the image appears too small and I cannot resize it. 

- creating a hover state for it, but it is also too small

- creating a new layer to show it, but I can't figure out how I can have the user return to the question (base layer) once they've viewed it.  The only layers that I can select in the Trigger is Correct, Incorrect and the new layer that was created to show the image

Does anyone have other ideas or fixes for any of the above?  I'm using SL3.
