Not sure if anyone else has had this issue but I discovered the graded "Inspire" Quiz Results slide did not record a successful completion of an exam in our LMS. When I replaced it with the Graded Results Slide (the first option) it recorded properly.
The Inspire graded results slide should work like any other graded results slide. Do you have a sample file handy where the Inspire results slide isn't working correctly? If so, attach it here--I'd like to take a closer look!
This was an issue with the template, as it didn't have the "Submit results" trigger included by default, and our team has fixed that on November 8th.
I saw the trigger in your course already, so I took your course and published it here, and I was able to test it in SCORM Cloud and I was able to see the score there.
Can you check that you're on the latest update of Storyline 360?

i'm running v3.9.13567.0 AND since you mentioned the Nov 8th update, i tried both files again in our LMS and both now show a successful completion.
