Slides and buttons with triggers

I have a Storyline with one slide and 12 layers. I have buttons (with triggers) at the bottom of the slide for navigation to the layers. Those buttons show up in each layer...and work most of the time. However, as I navigate through the layers via the buttons some will work and some won't.. I have played with this way too long! Does anyone have any
suggestions?

Hi Lynda for each layer Please Check the properties "Hide base layer Objects"(If you want to hide the base layer you can check it) and "Prevent the user from clicking the base layer"
Both should be Unchecked
Also You should Check the Option "Hide Other Slide layers" for each layer
