With Storyline 3 (and Articulate 360) we made a lot of updates and advances in our HTML5 output so I'm not surprised if you're having a better experience with those versions than Storyline 2.
Storyline 2 should still work with HTML5 output, in Chrome or Safari's latest versions. Can you check what update of Storyline 2 you published with? The latest would be Update 13. You can check by going to the "Help" Tab -> "About Articulate Storyline". Also, it would help to know the Chrome version you're using and how large these images are. If you can share a link to the course I'm also happy to test it out.

The answer to the bigger question is: YES; loading big images is delayed.
A few days ago I also tested Storyline 3 and preloading HTML5 works correctly.
It seems that the problem only concerns SL 2. Is it true?
