Storyline Funtion + Sequencing

I built a SL block for a Rise course to call out product differentiators. You click an Icon Set, shows next slide with multiple layers and animations, the state of the Icon Set changes to "Visited" when clicked on. This shows learner which Icon (out of 7) they've already visited, but enables learner to click on it again if they wish.
After the 7 Icons show state of "Visited", I want to show a Closing layer.  I set two slide triggers: 1) resume timeline on this slide when the timeline starts on this slide , and 2) Show layer "Modern Closing" when the timeline reaches 3seconds if the state of (7 Icon Buttons) = Visited. With these triggers, I cannot get SL to advance  to "Closing" layer. 

I am guessing there may be a sequencing issue OR I have coupled too many triggers together. Anybody want to help me solve this quandry?

I'm not sure I understand the use of the following trigger:

  • resume timeline on this slide when the timeline starts on this slide

If you only have the second trigger enabled (Show layer), does it work as expected?

If you can share the .story file, I'm happy to take a look and offer suggestions.
