I've created a new quiz slide (Quizzing -> Graded -> Multiple Response) and populated the question and answers. The 4 answers however seem not to follow any format instructions and it's impossible to space them vertically, one from another. I've selected each answer and tried to set each to the same size and position but they always seem to revert to another value when clicked off.
By default, those will be set to auto-fit text and will re-size accordingly. Also, you may have a ratio lock that would prevent you from making those changes.
I would advise that you check the formatting from the slide view to see if this may be the case.
If you need us to take a look at your .story file or perhaps a sample of your file, please feel free to share.

I selected each of the elements in the Multiple Response box separately, selected Format Shape, selected Text Box and set to Shrink text on overflow. There was still a lot of playing around with sizing, positioning, states, etc. but it did work.
