My colleagues and I experience the same problem, even when downloading your attached Story. When we try to preview it, we get the previously mentioned error.

I thought I'd try multiple channels to solve this problem. I hope this can be resolved, as it would be much easier for me to create my courses if I could use such a gif.

I was able to insert this file into a new Storyline project and it's working as expected.
I'm attaching it here.
I would advise a repair of your Storyline 360 software to get back in working order.

In case anyone else is experiencing something similar in the future:
My issue has been resolved. We're using an App called AppSense in our company, that can block certain programs, that it categorizes as dangerous.
In my case it blocked a .dll that windows needs to process .gifs.
Once that .dll was whitelisted by our IT department, it worked.
