Success/Failure Layers Blocking Retry and Review

I have created several quizzes. The Retry and Review buttons are disabled when the success or failure layers appear. I have unchecked the options to disable the lower layers when the new upper layers appear, but the retry and review buttons are still not operational. Any ideas?
